The first definition I came up with seems to agree with everyone else:
Marie W. from Mississippi writes to Ye Editor at USADEEPSOUTH:
"She's a tall drink of water. (tall and skinny)"
But then I find from NorthWest Arkansas News:
"When he went to the Iowa Writers’ Workshop, however, writers like Raymond Chandler suddenly “felt like a tall drink of water” to him."
Now, that is obviously an entirely different interpretation, and one that I am more familiar with. The meaning I've always been led to understand was to imagine yourself coming in off the desert after being dry and thirsty for a long time -- that is what is meant by a a "tall glass of water". Not just tall and skinny, when or if that can be applied, but something totally refreshing to clear the cobwebs from your brain and make you thirsty for even more!!

You know water is supposed to be good and refreshing so when they say "a tall drink/glass of water" that just means that the person is tall and very nice looking
