my computer has a cd and dvd burner on it ,but i dont know how to use the dvd burner or what type of dvds to buy.

You have to use the DVD burning software that comes with your PC or some other. I recommend NERO. It is useful with most types of cd and dvd burners. You must buy DVD/RW discs to burn on.

an easy application to use with CD and DVD burners is Nero as for the types of disks you can use most CD and DVD burners will take plus or minus disks.
addition....personally I dont think buying RW disks is a good idea as they are far more expensive and can only be used a few times, your better buying some cheap disks to practice with it'll work out cheaper in the long run and it's that easy to do u'll have it mastered in a few trys.
