stretching wil improve the tone of your neck and skin. Try and push your lower lip as high as it will go over your upper lip and hold for 15 secs building up to 1.00min.
I promise you this works.

healthier eating habits. Eat smaller portions at meals, don't snack in between meals, unless you find yourself REALLY hungry in which case you should snack on some fruit or vegetables. Get rid of all the junk food in your house. Also try to incorporate at least 1/2 an hour of excersise into each day.

Losing weight and getting healthier is you best bet.

But if it's just loose skin, I'm not sure what you can do.

Either take up yoga - stand on your head a lot, or lose some weight. There were no double chins in Belsen...

Try to find some good facial cream that's made to tighten skin and use it on your neck. And I agree with the other answer, loosing some weight might help, unless it's just loose skin, then try the cream. And don't look down a lot, look up. :)

You really can't. The only way is to lose weight and eventually it will go away. There aren't any muscles that you could excercise inthat area so it's hard to get it looking right.

If its due to being over weight then def loosing it, if its jsut skin ie: you lost some weight or from age, then i dont know you cuold try a skin tightening moisturisor like bio oil or coco butter (sp?).

Certainly diet is important. There are also facial exercises you can do by flexing your jaw, smiling hard and relaxing, but mainly by losing weight.
