1) make the area wet with some mild soap and water
2) while still wet pour on denatured alcohol with a rag you can throw away.
3) wipe clean, if still sticky keep repeating the first two steps until clean.
Problem with using a razor as stated above (scratches)
Problem with using W-D40 as stated above (dirt will pile up on the WD-40 spot and this area will always have a weird look to it after you've sprayed it onto your car almost too shiny relative to the shine of your car)

Try peeling off as much of the paper as you can. Sometimes heating the sticker with a hair dryer will loosen the adhesive, but be careful.
Once you have the majority of the paper removed, you could use a commercial adhesive remover like Goo Gone. A local hardware store or someone in the hardware section of a department store should be able to suggest something useful. I've also heard of people smearing peanut butter on the remnants and then wiping it all off after a few minutes.
If you can pull off one end of the sticker without tearing, you might be able to get the rest of it off by carefully pulling while someone else directs a hair dryer right at the adhesive. Go slow and steady.

Don't use a razor blade! Any of the removers mentioned will work. Any mineral spirit should work too but you'll need a way to keep it on the sticker. You can do that by soaking a rag and laying it on the area. remember, these mineral spirits are Flammable. No open flames, cigarettes, blow driers or other heat sources. Read the direction of the removers carefully.

Try a product called GOOF OFF - not kidding thats the name!
You can usually buy it at Home Depot, Lowes, Bed Bath & Beyond - its pretty easy to find and is in an orange bottle.
You might try heating it (ie with a blow dryer) first - it will melt an loosen the adhesive a bit.

WD-40 works nicely.
Spray on WD-40, wipe with rag, this will take more than one application.
