I would have to go with Ras Al Ghul. Baron Zemo's personality as a character is true Marvel stuff, BUT, he has a PINK costume, with a PINK mask GLUED to his face!! That's enough to piss anyone off!! Joking aside, Ras Al Ghul is just far superior in intellect, has experience with magics, plenty of lowerlings to do his bidding, and, of course, can rejuvenate via the Lazarus Pit. Zemo-well, he managed to obtain the Gems for awhile, but wasn't that a fluke? Ras all the way...

Ras Al Ghul. He's just... awesome?
I just loved how he was portrayed in Batman: The Animated Series. His voice was great to me.
Anyway, he's just more badass, clever, and awesome than Zemo. :D
