Yes. If part of your job is to travel and you refuse to do it, then you are not fulfilling the requirements of the job.
What *I* would do is bring up the interest issue with the company. Get a credit card that is *ONLY* for business expenses and give them a copy of your statement each month and ask if they will reimburse you for interest.
Otherwise, I'd say that the interest is not their problem. Pay off that card each month and you won't have any interest accrued.

I am not sure about the state of NY, but yes you can be fired for failing to perform your duties. Is there a way to secure a credit card from the company for travel only? This way your immediate supervisor can keep the card in the event of travel and give it when the need arises and take it back upon return.

You can be fired for refusing to travel if your job description says travel is required, but you CANNOT be fired for refusing to loan money to the State--that's what you are doing when you use your personal money for business expenses and are repaid later.
No employer can require you to use your personal money for business expenses. This could be your boss's direction rather than State policy. Ask your boss to tell you in writing that you are required to spend your own money. If he won't do it, then write a memo to him explaining that you just want to be sure he expects you to spend your personal money for business travel--and copy a Human Resources (HR) manager on the memo.
Also ask an HR manager to show you the policy that requires employees to loan money to the State. Then ask for an application for a state-issued credit card to use for business purposes. Banking institutions provide "corporate credit cards" for employers to give to employees who are required to travel.

Depends on the job but I would imagine that you probably could be fired. I would talk to your employer with your concerns and see if they won't change their travel expenses policy but my guess is that you will have to take it or leave it. And probably risk getting fired if you don't

Technically yes, when you agree to accept the employment with the company.You already sign the contract on the first date. you must abide by the employment rule as long as the company doing thing legally

If it's in your job description that you must travel then yes you could get fired. Why don't you talk to them and explain your situation, maybe they could work something out where you get half up front.
