The permission to obtain a resident visa should be based on rules.
These rules for legal entry should be flexible. Clearly political oppression is high on my list. As should talent and education be high on the list. Pure economic need is very low in my book. Making money for money' sake should not be the motive for entry to these United States. It does not make for good American's.
The ability to obtain citizenship should be based on having obtained legal residency for 5 years as has been the requirement for many years.
During this period of 5 years the applicant for citizenship should never have been arrested for a felony or capital crime and also should have been employed in a productive capacity and never been on the dole.
Welfare = NO citizenship.
Felony = Deportation.

Citizenship preferene should be focused on national interest. That means what's good for the country.
It's not class discrimination to demand that people who immigrate have something to offer our society. In fact NOT doing so creates a huge financial drain on our economy. Welfare programs already cost taxpayers tons of money. There's no practical reason to invite people who can't support themselves.

yes. I know a couple of pakistani's who have a council house and 3 kids. They don;t pay a penny to the U.K and even get TAXI vouvhers to take them shopping- what is that all about?
