In dancing like you are talking about what you need most is to like dancing.
Pretty much you just do what feels right.

Some people have a gift and dont know how to use it, but when it comes to dance you have to have the passion and determination, that is your gift.

Not to scary you, but dancing is basically like another sport. And booty shaking is not dancing. So if thats what you want to do, your not into dance. A good dancer takes time to make sure he or she is healthy and conditions themselves, so get ready!

For starters, to see if this is something you really want to do...You can also dance at home, imitate the moves you see from the ones in the hip hop videos (even if they are two steps or gyrating moves) to the the ballet commericals. Personally I recommend the movies flashdance, you got served (the special edition breaks the moves down to step by step), save the last dance, and the recent movie step up, since you said you were interested in hip hop. Also check out movies of broadway plays such as Chicago and Moulin Rouge, it'll give you a sense of the jazz music since there arent many jazz dance movies. Although those are all feature films, its a place to start, to get a sense of what your body is going to have to go through & to see if you really want to pursue it.

Then if you think you still wanna do it, research your local area for programs or academy's that offer dance programs. There may be a place that offers basic ballroom classes, go for it.

If you are interested in doing Jazz and Hip Hop, going to clubs isn't going to help you much. All you will find there are people grinding up on the opposite sex. Find a local dance school and start taking classes. There are quite a bit of health clubs that offer Hip Hop classes now. If you are afraid of a "class environment" you could always find a teacher at a local dance school that will do private lessons with you until you are comfortable enough to join a class. GOOD LUCK!

Going to clubs is fun, but not much help if you want to learn jazz or hiphop.

Find a dance studio near you and start taking classes.

Well it doesn't hurt to check out the local clubs in your area. If nothing interests you there, by all means check to see if you have any wellness centers that offer dance classes for free or for a small fee. If that doesn't help, may I suggest going to your local library and checking out some books on dancing.
