do you have a multimeter? I would begin by checking to see if you have 12 - 14V coming from the fuse box, then check it again at the relay, or flasher module. It sounds to me like there is a wire that has broken or become disconnected somehow. If you have battery voltage at the fuse box, you should check the continuity (fuse and bulbs removed for this) between all hot leads after the fuse box and ground to insure there isn't a short. I would assume all bulbs are grounded to the frame and that the ground connections would be ok, but still would not hurt to check that as well. If you cannot find the fault after this....take it to the shop.

peugeot imobilisers normally still let engine turn over just dont let the engine fire up double check the engine earth strap quick check is take a set of jump leads put the neg lead too the negative terminal of the battery then take the other end of the same lead and put on too a good engine earth point altenator casing or mount usually a good place any sparks are usually an indication its an earth problem then try starting if it turns over then you need too find the earth strap clean and refit

Some cars have multiple fuse boxes. You may want to double check your car and see if this is the case. Also, it could be that your switch for your turn signals is broken.

You must be low on blinker fluid. JK, one bad bulb can disturb the WHOLE system. Darn brake lights on my Camaro wouldn't work because of one shorted out bulb that only worked when you were looking at it.

Could be the multi function stalk or a bad ground in the trunk.
but from what you describe it sounds like the stalk.

If one of your bulbs is burnt out it, will cause all the signals to not work properly.
