You make a big fuss over something insignificant.

Say you spill a drink. Someone who makes a mountain out of a mole hill will be like that's gonna stain you have to buy me a new rug I'm going to get a cleaner right now.

It basically means you are exagerating the problem. So if you became really upset over something that was not a big deal, you'd be making a mountain out of a mole hill.

The concept is, a mole hill is small and can easily be stepped over, yet you are calling it a mountain which requires hard work to climb.
