Most cities have a number where you can reach Crime Stoppers, Crime Watch or something similar. If it is not in the phone book, you can contact the Police Station and ask for that number. You can talk with someone who will guarantee your privacy and not release any information about you. If what you know turns out to be something the police can take action against, you may be eligible for a reward. Good luck.

Be aware that the cops aren't going to take it as seriously if you won't stand behind it; they get crazy people/angry neighbors calling in anonymously all the time. When you call the cops and give your own name, they don't tell the person you reported who did it. They're actually usually pretty careful about keeping you out of it.

Many states have phone numbers where people can call to report annonymously. Do a search on your location.
Some names I've heard are: Secret Witness, Crime Stoppers Annonymous (more)

Why be anonyomos?
You can walk right into the police station and tell them your story...and ask that you identity not be revealed.
If they believe you and they will take action (vigilence) and you may save a life.
