Anytime you want a color to stand out you need to use a contrasting color. A contrasting color is a color directly opposite another color on the color wheel.
So, right across from blue on the color wheel is orange...before you freak out and say NO WAY! Realize that this is a guide...your eyes are not pure blue they are some shade of blue. So you don't have to use orange but something in that family would be very nice. Try peaches, or warm browns.
Some people think using the same color as your eyes is the way to go. Try both and you will see that the contrasting works better and the other technique takes away from your eye color.

I am a Licsenced Cosmetolegist & I have learned in school that whatever eye color you have that is the eyeliner you use. A dark blue, with some brown eye shadow and bronzer on the cheeks a glossy slight darker look on the lips. And clear mascara. It is easy because there a no clumps but works just like a normal mascara. I would recomend putting eye liner heavier on the top lid and slightly lighter on the bottom! I got this from a magazine
Eyes:
Balancing blue shadow with shimmery gold and browns. Blue goes on lids, then brown in creases and gold on brow bones.
You should wear a soft teal pencil and liner the corners with a warm copper shadow.
Eyelashes:
Accent eyes with navy blue mascara. To go a little more simple swipe on black mascara.
Lips and Cheeks:
clear gloss and a pink-ish bronzer(whatever that is?)

I have blue eyes. To really make them stand out, I wear a light brown over the entire lid, pale blue in the crease, and dark blue just over the lashes. I use brown eye liner and blue mascara. It looke great together and really makes my eyes "pop". I hope this helps.

Aren't blue eyes made for angels? They're so pretty!
Shades of blue are perfect to make blue eyes stand out. Dark mascaras and liners will add more oomph to it! Just don't overdo the coloring, let them stand out naturally, afterall, its a great eye color that makes everyone's day seem sunny and bright. You should learn how to play it up a little and you're done!

If you like copper tones for your eyes, but they don't seem to suit, try mixing a very sheer gold highlight w/ a soft plum contour - you could line your top lashline w/ charcoal (fine liquid liner or smudged kohl) to make it more dramatic.
I also like to mix sheer rose / peony shades w/ this sheer, shimmery gold to warm up eyes w/out going into the full-on copper tones - keep it subtle tho, you don't want to be too bright or it will work against your ruddy complexion and may make you look like you have red-rimmed eyes...
To really make your blue eyes more vibrant, you are on the right track with copper, but try hues of coppery toned brown (for more natural shades camel and taupe will be more subtle if you want a naturally vivid day look) will make blue eyes appear more blue. For cooler tones try lilac or lavender, to bring out your baby blues, rather than a hue in the same shade as your pupils, which tends to give more of an overall monotoned wash of color. Avoid any eyeshadow brighter than your eye color.

I suggest a champagne color from crease to brow; a deep chocolate brown on the lid (apply it lighter in the corner of your eyes and darkest at the outside); and (lightly applied!) navy blue in the crease. A deep navy eye liner can also help. Also, make sure you curl your lashes, because it opens your eyes up so that people can see the beautiful blue you're trying to accent.

Icy pink, light pearl gray, or blue.
If you are light and/or blonde:
Brown eyeliner with brown/black mascara and the pink shadow, darker on the lid and lighter on top. Very soft and classic.
Light gray liner with brown/black mascara and the gray shadow, darker on the lid and lighter on top. Very sultry.
Dark blue liner with brown/black mascara and blue shadow on the lid and a nude/brown on top. Makes the eyes pop.
If you are darker and/or brunette, substitute black for brown in mascara for a more dramatic look. On fair people and most blondes, black is too harsh around the eyes.

I have blue eyes and when I want them to really pop out, I use bronze family colors.
Golden brown, rose, dark brown, burgundy.
And when I feel adventurous, even some red.
But best is shimmering brown and burgundy.
Also use navy blue mascara, makes your eyes more blue.
