In the 1970's there was a misinterpretation of Affirmative Action requirements. Many people believed, and still do, that there were real numbers had to be met to prove that they were trying to reverse the discriminatory practices in the past.

Affirmative Action was supposed to give "weighted" preference to economical minority candidates -- women, ethnic minorities, poor people -- in areas of employment and education. If two candidates of equal statistical qualifications (experience and/or education) are competing for the same position, the minority gets the nod. It DOES NOT mean that you should hire or admit patently unqualified individuals. That would create economic instability.
