Honestly I do not know. But looking at the passage and the content there in I strongly surmise it is not the language of a Marxist. It is someone urging to resolve conflicts from spreading and impacting their own security. He is against interference in all places but at some selected areas of conflict. To me it sounds like Bill Clinton.
