Different tables have different methods. The most common method is that the cue ball is slightly smaller in size. Inside the tracks that the balls follow there is a common section track that consist of just two rails much like a train track but with no 'cross ties' between them. As the balls roll through this the cue ball, being slightly small in diameter will 'fall through' to a lower track that leads to the cue ball return.

Some tables use the opposite method where the cue ball is slightly larger and the other balls 'fall through'. You can determine which is which by first dropping a regular ball in to a pocket and listening for the number of 'drops' the ball takes. Then drop the cue ball in the same pocket and again count the drop 'hits'. They different pockets and you will soon find that one ball 'drops more times' than the other. That ball is smaller.

I believe it is by weight or maybe size. I think the cue ball is slightly heavier or larger.
