It depends. If the best answer is really wanted, then thinking about it is a really great idea. Unfortunately, sometimes hesitation in answering is seen as weakness and lack of knowledge because the answer is not given immediately, but I believe that the the wisest people will hesitate and think about most questions before answering, unless it is simple, such as asking someone their name, or what the score of the basketball game on tv is. Another good question might be to ask whether or not everything, wait, I'll ask it in a minute.

When I have asked questions, I preferred the thought out answers. I am usually searching for real answers with substantial reasoning. However, if the question is one that will generate lots of answers, sometimes only the first few get read. It might be an advantage to give a brief summary of your answer and then go back and edit with more detail. I know I would want a better answer over a quick, sarcastic, or funny answer.

Just depends on the question. If it is something easy like "What is your favorite color?" then that can be answered quickly. If it something like "What part did WW I have in the Russian Revolutiion?" then the answer needs to be thought about before answering, because there could be several answers.

This is just my opinion, I always think about the question that is asked before I give an answer. Roll it over and toss it around a bit you know!

Up to how hard you are chasing points, or if you would really like to give responsive answers.
