It sounds as if you may be looking at an advertisment for a job. If so, I think it would be advisable to call the company that placed the ad and ask the question of them. Program Development is fairly vague and bears some clarification.

If you do not have experience in the area, state that up front and ask if they could give you advice on what it is and how to go about gaining the experience. If the company has an HR department, people in HR will normally expound for you and help you.
