as for typical, layman's interpretation of accused:

to point a finger at, with or without evidence, someone you think was to blame for an incident. it is used when you want to openly blame someone for something that has happened; he created the "cause" and the "effect" was the result of his doing. typically to recover something u've lost, or something "wrong" that has been done, intentionally or not.
