Well, I am assuming the drive is an internal IDE interfaced drive...
You may want to check the drive in another computer if available, if it does the same thing in that system, the drive is faulty...
If it works, you may want to try replacing the IDE cable, or the power cable...

Is the CD writer a CD-R or CD-RW. Certain CD's have a security settings in them. Disconnect the system again ensuring you note which cable came from where and then re-set up. Once you have redone all of this then check the Drivers and then if need be update the driver. Once this has all been done it should work properly. Try it

Used, it may need to be cleaned or replaced.
New, take it back and get another, the laser is out of adjustment someone dropped/kicked the box during shipment or it was made on a Monday or a Friday. What ever the reason it should play 99% of the disks put in it if the disks will play in another drive.

I assume it is a NEW drive and not a 2nd hand one.
If it is a new drive, check manufacturer's website for a FIRMWARE update/fix. If one is available, download and install.
You definitely connected the drive right,it either works or not, there is no in between.
Yet,most of the chances are that the drive is faulty.

Is this a second optical drive? You must set the drives in a "Slave" , "Master" configuration. That is, if you have a DVD burner or other optical drive the "jumper" on it has to be set to the 'master" position. Then on the new drive the "jumper" must be set to the "slave" position. The "jumper" is located on the back of the drive, a little black piece of vertical plastic, toward the center of the drive on the back panel. There are etched markings on the back above the jumper slot naming the proper jumper positions. Just move the little jumper to the proper position on the back of the drives.

1.Quite possible your burning software do not essentials (NERO/ROOSTER)
2. Check for the w/r speed of the cdroms you are using
If all checks over then try on some other drive the discs not read by the cdwriter.
Last get it replaced.
