Are there any rules to what you can blogg, what you can "steal" from other pages, resources to blog rules, tips and tricks to gain activity to your blogg? Ideas for a good blogg? :-)

No rules about the subjects that you can blog about. This is the wonderful part about living in a country that welcomes free speech.
You should blog about a topic that you are passionate about.
Yes, basic copyright laws apply to the content on other pages. As with any other intellectual property, the creator owns the copyright and you need to ask permission to use it. Exceptions are hyperlinks and public domain materials.
There are some wonderful bits of advice on blogging in the help section at blogger.com. The advice includes basic "how do I set up a blog" info as well as more advanced tips on increasing traffic.
There are also links to sites with free counters that, not only count the number of visitors to your blog, but also tell you their blog URL, when they logged on, if they are a first time visitor or a repeat, and a bunch of other stats. Very very useful if you are trying to set up a public blog and want to track your traffic.

Legally, you cannot use other people's trademarks or "intellectual property" without permission. However most people turn a blind eye to this as a postive blog about something is free advetising.

you can blog what you like but if you take stuff from other blogs,
be careful to acknowledge the source with links.
