I'm not sure what look you are going for, exactly, but a d/a (dual action) sander with sandpaper on it will produce a circular look. Use a higher grit for a less obvious finish, and a lower grit for a rough finish, or if you really want it to be rough put a grinding pad on it.
If you want something more linear, you could try playing around with a belt sander.

The only thing i can think of is a angle grinder. I think the wire brush will work but a drill is not fast enough and i don't think you can apply enough pressure. also i think you might have a hard time making it uniform. but a 4.5" angle grinder with a brass wire brush should do the trick.

Gently rub with wire wool or Brillo pads then when cleaned spread a little oil/baby oil to protect the finish

Yes use an angle grinder or better yet a big pedestal brush take your item to your nearest metalsmiths or welding shop they should be able to solve your problem, and i wouldn't think they will charge you much.
