It is possible. I assemble my own PCs for less than $700. But usually BEST parts requires $$$. You can try yahoo auction to see if you can bit for one USED set. WIth the USED set, replace some parts that suits you. This may be cheaper.
Invest more on CPU chips as this is the main factor for a high speed PC. If you like gaming, then next important hardware to choose will be AGP cards. RAM can choose 256mb which is sufficient to run XP software. Choose motherboards without too many PCI slots, this will save some cost. If future you have more budget then replace one with many PCI slots. Try to choose one board that already have Ethernet and sound in-built as ethernet port is required for Internet accessing else you need to buy another ethernet card. Motherboard in-built video is not so important cos u are using AGP 256MB grahic cards which is far better than the motherboard video usually at 64MB. Next is to choose a COMBO CD drives that has CD read/write and capable to read DVD disk.
In Singapore, bundled price for 2.8 speed CPU and motherboard is around S$250/-. 256 RAM is about S$45. AGP graphic card 256MB about S$130. Casing with power supply 400Watts about S$65. COMBO drive about S$70. Monitor 17" can get 2nd hand (USED) at S$90. Harddisk 80GB at S$80. Lastly 3 1/4 " drive at S$12. ALL for S$772/-. You can reduce combo drive to normal 52 speed CD RW for only S$25/-. And 80 GB harddisk to 40 GB for only S$60 to close to your budget of $700/-.

buy a computer from bestbuy.. if your asking what ..parts to buy you dont know what your doing, although I can tell you, your about to give 700.00 to some one for used parts..lol take 400.00 and cruise to your local walmart.. buy a desktop ..spend no more the 400.00 then with the other 300,.. at a DIFFERENT store.. buy all the ram your computer can hold.. ask when you buy it.. then you will have a nice new working under warrenty computer..
with the extra 100.00.. as ram should not be to much.. buy a cable or highspeed access line.. then go to Boon-Dog.com and have a blast!

Yo he comprado de muchas veces ordenadores en los sitios internet y siempre he encontrado l. a. mejor calidad, el ultimo ordenador es para una amiga, l. a. verdad es que parece especial creado para ella porque tiene un disco duro con una excelente capacidad de almacenaje y va bastante rápido por su gran memoria y su buen procesador, muy buena compra sin duda.

Recommend Asus motherboard, AMD processor. You really need to pick your motherboard first, and go from there.
