I would empty the 2ltr drum into the empty drum, then fill the (now empty) 2ltr drum from the 3ltr drum and pour those two ltrs into the empty drum as well. Total 4 ltrs.

Dump the 2 Ltr drum of water into the empty drum.
Fill up the 2 Ltr drum again, with the 3 Ltr drum of water, there should be 1 Ltr left in the 3 Ltr
Dump another 2 Ltr drum into the empty drum.
Lo and Behold you've got 4 Ltrs of water!!

Fill the 3ltr drum and pour it into the empy drum. There is now three liters in the previously empty drum.
Next, fill the 3ltr drum, pour from the 3ltr drum into the 2 ltr drum until it is full. This will leave 2 ltrs in the two ltr drum and one in the 3 ltr drum. Pour this one liter into the preiously empty drum and you will have four.

I may be missing something here but anyway... Fill up the two litre drum and pour it into the empty drum then do it again. Unless 2 and 2 dont make 4 anymore, that sounds about right.
