Isn't the SV650S fuel injected? No carb.

They are not fitted as standard unless bike is for sale in a cold country (like Norway) or at altitude (like Switzerland). Google search "catpoopman" for exploded diagram of carb heaters or look at the SV650 owners club site for details.

The carbheaters
are installed in the threaded hole in the float bowl of the carbs. The
last three pictures on catpoopmans "Adjusting Air Fuel Mixture" page
(http://www.geocities.com/catpoopman/airfuel.html) show the hole quite
clearly. On the pictures it is the hole a little below and to the right
of the mixture screw hole. On the bike used for the pictures no
carbheaters are installed.

Pick up a service manual for the bike.

Warning - modern bikes are very technical and have precise tolerances. They also require specialized tools most guys just don't have. Don't try to fix something that you're not 100% sure you can do yourself with no problem.
A mistake here could cost you hundreds!

In the haynes manuel for your bike or ask your nearest suzukie dealer but the manuel would be your best bet as anything else goes wrong you will have it to repair that as well
