Milliliters = liquid
Quarts = liquid or ice cream =)
Kilograms = mass
Cups = liquid or solids
Sugar, being a solid, would be measured in cups. Possibly only partial cups, but cups nonetheless.

it is better to measure dry ingredients in kilograms than in a measuring cup because it is more accurate. also, the amount you measure in cups may not always be equal to what the recipe really calls for.

To me, cups is a measure of volume like quarts and ml, so I'd go with kilograms (or fractions thereof). degrees celsius is a temperature measurement
