Not all players are able to play burnt CD's. Not all players that can play a burnt CD will play MP3.
Looks like the player in your car will not play either. A change in the format will not help. The laser is unable lt read the burnt disk and that is a hardware problem. The only solution is to change the player.

You'd need to burn it as an Audio CD. An Audio CD is formatted the same way as any CD album you'd buy at a music store. It is lossless, uncompressed 16-bit 44.1 khz audio.

You should use audio CD if you want it to be played on any CD player. Mp3 is limited. Keep using CD-R's 'cos CD-RW's can't be played on some players.

You need to convert to audio CD unless you have an MP3 player which it sounds like you don't.
