First, make sure your brows are plucked/waxed right, a straight line from the side of your nose, never overpluck, it ages you. Highlight the inner corners of your eyes with a shimmery white/cream/very light pink and also beneath the arch of your brow with a eyeshadow shading brush. Its important to use a brush, because the sponges dont smooth it out right. Then line your upper eyes and the outer corners, but DO NOT close the line in the inner corner. This will make your eyes appear smaller and closer together. If you feel that the line is to harsh to cut off, then gradually lighten the liner color until you have the highlighter color in the inner corner. I have the same problem as you and this has done wonders for me. Hope it helps!

Put eyeliner on the outer edges and a dab of color on the outside corner of your eyelid. For color (not neutral) Use something that compliments your skin and isn't the same color as your eyes. This will draw the eye out. Put some shimmer underneath your brow bone just on the last half of your brow. This draws the eye out and up.

You can apply eyeliner on the outer edges as you stated and a little of a fair shadow on the inner corner of the eye.

Since you have close set eyes, don't line your whole eye with eyeliner. Just line the side that is next to your ear to your pupil. That will definitely make them look further apart.

I think that this website will help you alot. They have ideas for eyeliner, mascara, and eyeshadow for all different types of eyes. I would recommend going to the eyeshadow one first because that's where they specify it for your eye type.
