There is a file on my laptop... My Computer > Local Disk (C:) > then Complete... it has all sorts of crap i have never seen and some stuff i recognise, all in zipped files. Can I delete the whole lot? My PC is quite slow at the minute.

Nothing will happen man im giving 101% sure Just delete it
why im telling this bcoz it won't be having any sharing with any of your programs bcoz its not inside the Window folder and Program folder

Try going to ACCESSORIES and then to SYSTEM TOOLS and the to DISK CLEANUP. Run that and see if it shows a lot of temporary files and temporary internet files that it says it can delete. If so check the box for that question and let it do its thing which might include getting rid of that stuff you don't recognize.
Now look in the same old place and see if it is all gone. If so you are done. If not do a thorough backup and trigger a system- restore-point save. Now try a delete to put that unknown file collection into the recycle bin. Restart your computer and make sure it all works. If not do a restore. Check for other possible sources of running slow, like an overload of spyware that you got from being on the web.

Try renaming the directory (so Windows will not be able to see it and load anything from it) and if everything works fine for a couple days without it, it is probably safe to delete.
Some other things to try to speed your PC:
1) Check for spyware. Run both Ad-aware (http://www.lavasoftusa.com/software/adaware/) and Skybot (http://www.safer-networking.org/) to remove any spyware. Run both as one may caught something the other missing. Then go to microsoft.com and download Defender to protect against future infections.
2) Check that you have a least 10% of your hard drive free. Go to My Computer and right click on the Local Drive (C:). Look at the properties. If it has less that 10% free space, you will need to delete some files, or move them off the hard drive and on to a CD or DVD. Start by running the disk cleanup, which will remove temporary and other unneeded files. Go to Start, then All Programs, then System Tools and click the Disk Cleanup icon.
3) Run the msconfig utility. Go to Start, then Run and type in: msconfig
Go to the startup tab
You will see a list of all the programs that are loaded when your computer starts up. Uncheck any that you do not have to have. (Usually you can uncheck them all). If you decide you to need one, you can go back and recheck it.
4) Defrag the hadr drive. Go into My Computer and right click on the Local Drive (C:). Select Properties and go into the Tools tab. Click the Defragment Now button to start the defrag program. If you have not defrag recently (or never) it may take several hours for the program to complete.

You'll need to be a little more specific. Generally, ZIP files aren't used to store anything critically necessary to a computer. With that said, lack of hard drive space on most computers nowadays will not cause a computer to slow down by a great amount. Common causes of computer slowness include viruses, adware/spyware and rediculous amounts of programs running in the background.

You have some form of P2P / file sharing software loaded and this is the repository of data for completed files. If you have secured the data you have downloaded to another location then yes you can delete the folder/files.
The other option is someone has loaded a trojan on your system and that is the repository of data it has collected and is or has transmitted. What makes me say this is you claim all the files are in a zipped state.

Not sure what operating system you are using but the directory is not one I recognize from any OS. Back up the directory to a disk and delete. You should have no issues. As for your computer being very slow, ensure you have scanned for Adware and Spyware with Webroot Spyware Sweeper or something similar and also complete a virus scan with Norton Antivirus or McAfee.

Go to start>all programs>accessories>system tools>disk cleanup. That will clean all unnecessary files off of your PC without deleting any windows files.

Before you can ask that, you must know what the file type is. But zipped files are okay to delete as they are contained in the zip folder.
Check what is inside these zips but if it has file types such as dll .fo, or anything other than the typical .exe .ico or an image file, it is safe to remove...
lastly back up any unzipped files before you delete them.
