Brown eyeshadow, or one that matches with your skin tone. A light lipgloss or lipstick. Mascara, and a tiny bit of eyeliner if you want. Go with neutral colors!

I am a fair skinned blue eyed blonde, so I understand your plight, lol. This fall the bronze, gold, and brown are in. Also bolder colors like turquoise, greens (peacock, olives). The bright colors of summer are out, but still okay for the day time in moderation. Just no bright oranges, pinks, blues, etc. You can use these colors in a more muted tone, and they all actually look good on blondes, but dont go dark during the day, and black mascara actually in moderation looks good, but if you're a light blonde, a brown/black may look better, more natural. Dont do black liner during the day, it looks too harsh, and never make both your lips and your eyes the focul points. Pick one and go soft on the other. Experiment. Thats how you find your best colors.

For concealer, foundation, and powder, you should be matching your skin tone. For blush, you should be matching your natural cheeks.
To emphasize blue eyes, look for soft pearl grays, icy pinks, and if you like, blues. Look for combination shadows that have the shades already coordinated in one. It should contain 2 or 4 shades. The 2 shades will have one darker, and one lighter. The light goes all over, and then apply the dark to just the lid. If it has 4 or more colors, you can mix and match using the same light-dark application.
Brown or brown/black mascaras look better on fair women. True black looks too harsh. For your eyeliner, you should either be matching your mascara, or the color on your lower lid.
For your lips, go natural. If you play up your eyes and your lips at the same time for everyday wear, it looks overdone, and frequently trashy. Leave the dark and bright lip colors for night. Look at your undertones to determine color. Nude lip color with the same undertones as your skin looks natural, and it's not as obvious when the color starts to fade. If you are planning on using a lip liner, line the lips and fill them in with the pencil. When you just line the edge, the lip color wears off throughout the day leaving you with just the line around your mouth. It looks really bad. Never choose a color based on what it looks like in a tube. It will look different once you put it on.

You could also try getting a free makeover at a cosmetics counter at the department store, then buying cheaper products elsewhere.

Blue Eyes & Fair Skin, how about, trying different shades of green, depending on whether it is for day or night. With your skin color, a nice shade would be to apply a soft shimmering off white to your eyelid, then blend a color of your choice. Light browns/apricot blended with a very light shade of cream just below your brow bone. Try to apply lashings of Mascara especially toward the outer top lashes, using your wand on an angle, not straight, this gives the lashes a greatly longer lenght. For your cheeks, use of a light bronzer, and sheer lip gloss for lips. Especially if you have made up your eyes, looks really sexy, yet classy. Also apllying eyeliner pencil, to your lower lashes only in light black, would look great.GOOD LUCK, & EXPERIMENT.You will find a great look for your self.PS, I forgot a great color for this season are the greens, a peacock green is beautifull, it's sort of a turqoise color.BLEND, BLEND & BLEND.

What you can do is go to your drug store and there is this makeup that looks really good on people with certain eye colours. Like there is one named "If you have blue eyes" and its three different colours that look really good with your eye colour!
Or you can check into fashion and make-up magazines for idea. Sometimes they show you step by step how to put on your makeup real nice and what colours suite you!

If you have a really light complexion, go with pastels like pink or peach or pearltones for eyeshadow with a little bit of a darker blue or gray to highlight your eyelids.

Try sheer pink or peach glossy lipcolor, and light pink or peach blush.

Hope this helps!

I would say a light brown eyeshadow, and a light pink or clear lipgloss.
