He didn't miss it by 1. He actually missed a B by 10 points. What you need to do is to realize that there were 10 quizzes. He would have had to get at least 80% 10 times to get a B. He didn't He got 79 10 times.
Here's how:
If a grade of B is an 80 and he kept getting 79's and there were 10 quizzes, then he missed the 80 by 10 points. ie (80-79) *10.
You can also figure it this way:
80*10 = 800.
-79*10 = 790
10 points.

His reasoning isn't really reasoning at all. He is asking for a break, that's all. If the requirement is an average of 80, he fell short and should get a C. The reason is this: If the teacher gives him a B, then the new requirement for a B is a 79 (because any other student that got a 79 should also get a B). So if Fred got a 78, he missed the requirement by only one point. Now if Fred asks for a break, he will have grounds to claim that other students were given a break when they missed the mark by one point, so why can't he have a break? If the teacher gives Fred a break, then Sam, who got a 77 only missed the new B cutoff (78) by one point, and on and on. No breaks!

Total points Pat got = 79 * 10 tests = 790 points
