well i heard you have to complete the pokedex first then talk to that guy in the hotel and the rest you can find on google

Yeah it's easy. Just use the Gameshark! I'm not sure if it's working because I got my deoxys with the help of nintendo.

I got deoxys however you can't get it without nintendo.

try using the pokedex too see if you could find the pokemon, hmmm... i never have caught one. Rare Pokemon useally fly around the Region all the time. You have to use a master ball to catch one.
