Give them to my mom to wash

IF... washing them does not shrink them enough.. you might try heating a pan of water to boiling and then plunge the leggings into the very hot water for a few minutes and then removing them to dry and then ironing them.. If that does not shrink them enough, then they have already been shrunk to the size they will be.

Put on 3 stone and fill them out. Far easier and saves the environment by not using the washing machine, detergents and tumble dryer. Win win situation.

And...after you do all of the above, as suggested, if the leggings contain lycra or spandex...do not continue to wash in hot water and do not put them in the drier to dry, as the lycra fibres break with heat and you will start to see them sticking out everywhere.

Tumble dry them. It works every time. I usually buy cotton T shirts a size too big to accomodate this.

Wash in the hottest water your machine will let you, on the heavy duty cycle (agitation helps shrinkage), use a cold water rinse, then throw them in the dryer on the hottest setting.
