If you also download the extension Adblock (tools-> Extensions-> Get More Extensions-> search for Adblock) you can block that other 1% by blocking the scripts, etc. that create the others.

Try Zone Alarm (free version). It works on your system such that it asks you first if you want to allow something to connect to your computer. You then have the option to allow it one time, always, or never. This way, you train it over time to allow only what you want.

SOME things, like games from Pogo.com, video on valid news sites (CNN, ABC News, etc.) require popups to view, so if you use a popup blocker that stops everything, you actually LOSE a lot of what you want to see.

if you stop 99% of the popups then you will never know,
leave them there, they are great fun to shoot down when you are feeling mad

I recomend Maxthon browser, Internaly it uses IE.
Enable all the Ad. blocking and you will be able to block all unwanted popups. You will be able to create while lists to disable popup blocking for scecific sites.

b. https://addons.mozilla.org/firefox/10/ <- Adblock 0.5 plug-in.

2. http://everythingisnt.com/hosts.html <- use this host file to nullify Ad Sites.
