Because of inertia; the tendency of a body to resist change in the state of their motion. Beating the carpet sets only the carpet in motion and not the dust on it. Therefore the dust is still in the same place as it was on the carpet and appears to be coming out....

Because dust clings to the carpet fibers,so when you beat it,they fly out by getting dislodged with the beating.You can steam clean your carpets,but you'll always get dust when you beat one,unless you live in a vacumn.

I would imagine that the agitation that is associated with beating carpets with a stick dislodges dirt particles from within the piles of the carpet itself.
