Perhaps because not enough people of color have discovered the sport. Otherwise, I suspect we white folks would again find ourselves overshadowed.

There have been javelin champions of various different colours (pink (Jan Zelezny), orange (Steve Backley :oP ), brown (Tessa Sanderson))
Javelin, and many of the throwing disciplines in athletics, is dominated by North-Eastern Europeans - most of which are white. Many other countries don't see the track events as the blue riband events, and coverage of the field events is less.
I don't believe the colour of an athlete affects their ability to throw a sharp stick, but the importance of this event to their country does.

Couple possible reasons:
1. People of different colors don't find javelin an interesting sport so they don't go out for it or try to compete with it.
2. White people are just better right now in the competitions than people of different skin colors
3. In competition, they just mess up. It happens to any competitor at any given time.

Maybe they arn't interested in that event but there is Osleidys Menendez and Sonia Bisset.
Osleidys Menéndez, recent world record holder (71.54 meters), has thrown 69.53 meters in Edmonton, Canada to become Cuba’s first world champion in this track and field discipline.

Sonia Bisset, another of the island’s javelin throwers, won the bronze with a distance of 64.69 meters.

But this was in 2001

black people are not interested in javelin. It's the same as saying why aren't there any white champions in the 100m race
