Probably the best way to learn any language would be to associate with people who speak them fluently. You could also try going for a course where they'll start right from the basics. This could usually take a while, but would be specially useful if you want to study abroad in countries such as the US, UK or Australia where knowledge of the English language is mandatory.
- You could start right away with looking up any word you didn't understand in this answer in a dictionary. Don't be overly dependent on a English to Japanese dictionary and invest in a Oxford* or Webster** dictionary according to which country you are going to.

I can see that your written English is very good, so I assume you need to practice your spoken English. Why don't you get yourself a language buddy? You could find yourself an English person who is learning Japanese and needs to practice his/her Japanese. You arrange that in a session the first hour is spent speaking English only, and the second hour is spend speaking nothing but Japanese. That way you both do well, and you can do it if you are in Japan or in England or UK, all you need to do is find somebody who is in the same situation as you are. Universities are good for finding people like that.

Mixing with English people, preferably those who don't bore you with their Japanese attempts. Camp sites are good, if you're on a holiday visit. After learning the sounds then look at the dictionary to clarify and verify meanings. Don't mention the war! (that's a joke now here in England!) Best of luck.

I've heard that some people watch English language television shows and that helps them learn English. Another way is to talk to a friend who either knows English well or who is a native speaker of the language.

The only thing I can tell you is to take an english class. From what I understand, English is one of the hardest languages to learn if you do not grow up with it.

if you are in japan, put a small ad in english language newspaper to trade language. meet once or twice a week for lunch or dinner and talk for a couple hours, sometimes speak english, sometimes japanese. this works well.
your written english is fine by the way.
