Depends on whether you do it yourself. The most it will cost then is the web hosting, which varies by host, and whatever you value your personal time at. I would guesstimate between $30 and $100+ on average per year (I don't know for sure, I got in free with 1and1 when they were brand new and offered free hosting for a couple years to people who signed up).

Otherwise $20+ per hour per person, plus hosting costs.

Fortunately the people above are only partially morons giving you a semi-decent answer.

What you asked is the cost for development. Basic HTML website design is quite cheap. The average developer will charge either an hourly rate or as a package rate. Hourly it's around $25 / hour. If you buy a package, you get normally 3 - 5 pages for $300 - $500. The price jumps as you get into larger cities. Developers can get away with ripping people off.

Now, if you are talking about forums, server side scritpts, etc... you are going to jump in price quite a bit. Since ASP.NET and ASP are quite a bit more advanced than regular HTML the price jumps quite high. For ASP design, I'll charge a client $50 / hr. For ASP.NET design, I'll charge a client $70 / hr.

Hosting charges jump all over the map. There are places that charge as low as $4.95 / mth and some that charge as low as $25 / mth. Domain registration is similar: It's as low as $10 / year to $25 / year.

Now, if you are looking to actually have this done, I can help you out for quite a bit lower. There is a discussion forum system I use that I offer to users for very cheap if they want one. It's one I designed and can be implimented into any website. If you are interested, email me: chris@wise-designs.net

Ipshwitch gave a fantastic answer (definately the best), but I'll add my own two cents...

If you can do a little bit at all like setting up a MySQL database and PHP script setups, I suggest you do this: use PHP and not ASP (because of PHPNuke). You can get a domain for $8 (Namecheap.com), hosting for $10 a month (Hostgator.com - there's a coupon for first month 1 cent), and PHPNuke for about $10. PHPNuke is a great full-fledged system with everything from blogs to downloads to forums... everything. So you can get everything running for less than $20.

The problem is if you'll be able to figure out how to isntall PHPNuke. And you gotta know a little bit if you want to be professional-looking.
