I work with a manager who doesn't know her work but shows her boss she does. She has a tendency of always wanting to have a last say in things that generally drives people up the walls. At times she also doesn't think before she speaks.

You may have to quit, then write the highest exec for whom you have an address telling them why. Many companies have extensive exit interviews where anything goes. You could, in the ideal situation, be offered a job elsewhere in the company not in line with your current job.
Or you become a manipulator yourself, which is not a fun way to live for most of us.

team up with her when you work, and show her how a manager is supposed to act/behave. maybe she is just not emotionally ready to be a manager
