You can, My phone allows me. Go out and buy a USB cable for your phone and that should work. Most phones accept MIDI ringtones, some accept MP3's and MP4's.

try p2p networks. since mobiles are pretty easy way to get money from, i wouldn't expect any site you might find to be without a catch
