They are all in Africa.

Egypt officially the Arab Republic of Egypt, is a Middle Eastern country in North Africa. While the country is geographically situated in Africa, the Sinai Peninsula, east of the Suez Canal, is a land bridge to Asia. Egypt is the sixteenth most populous country in the world.

Algeria officially the People's Democratic Republic of Algeria is a country in north Africa, and the second largest country on the African continent

Somalia is a coastal nation at the Horn of Africa in East Africa.

Not quite sure what your question is but.....Africa is a big place you know! The countries at the top are known as Northern Africa. This is where Egypt, Algeria, Tunisia, Morocco and a few other places are situated. These countries, like you stated are Arab countries unlike the other Southern countries. My geography is not great so my advice to you would be to look at a map/globe and you will understand things a bit better.

In my opinion, no Somalia is not Arab, nor is Egypt & Algeria, really. The rulers of Somalia are Somali, not Arab. And though Egypt does have Arabic as its official language, it is not Arabic. There are Arabs there, as well as indigeous people such as Nubians, for example. And in Algeria, same case: some Arabs, but also Berbers, Tuaregs, etc. All three countries are AFRICAN... with heavy Arab/Islamic influence... just like African countries along the Indian Ocean's coast are influenced by India, but they are not Indian. Furthermore, would you call Arab countries influenced by African culture (e.g., Yemen), African? Or the western coast of India, African? You get my point.
