How do I chat in Maple Story? I just installed the game this morning and am still on the training island.
Plus I am also willing to make friends as well, any tips are helpful!

Train fast to 10 lvl then take the ship to Victoria Island
U will see a lot of people there
When u r near to 30lvl u can take a ship to ossyrria island.
There are also plenty people there
Try pressing 'r' to access buddy
Add people as buddies to keep track of where they are
Try also party
Press 'p' to access party
add people to train together
To make a guild u have to have 1,500,000 mesos
Don't worry about this
Its not important
press the 1, 2, 3,4 ,5 buttons to talk using the bar at the bottom
1 lets u talk to everybody in the screen
2 lets u talk to ur buddies privately
3 lets u talk to ur party members privately
4 lets u talk to ur guild members
5 lets using messenger
When in the buddy , party or guild screen double-click an on line person's name to chat with them using the messenger

Hmmm...
maybe u should train ur character till lvl 21 then go for 'party quest'. U can know a lot of online friends while u partying.
