actually, they can. That is how mad cows disease was spread in the UK by feeding ground up dried cow parts back to the living cows mixed in their feed.

Sure, if you get one high on crack, or some other drug of your choice, and wait for it to pas out, and have one of your buddies hold its mouth open while you pound fistful after fistful of raw beef down its throat. I guess that would be considered eating meat, right? Granted the cow probably would not wake up in the morning, but hey, you could call it a Cannibal Cow.

This Is a disgusting part of cattle feed. Mixing in their feed processed carcasses of sheep. That is how mad cow disease was caused. Then people eat the beef and can get the disease. It is seen in England. It may take years after eating tainted meat before the disease becomes apparent.

as others have mentioned it is the source of BSE... well actually it is from sheep. Sheep who were infected with scrapies were slaughtered and turned into "bone meal", which were feed to cows causing BSE. Then infected material was used in bone meal spreading the disease. In 1997 the use of livestock for a protein source in the feed was outlawed, however your pets can still eat it, and do!

Don't you read the newspapers or watch TV. The Mad Cow disease started when cows ate ground up body parts of dead animals.
