I have brown hair but fair skin and dark blue eyes. I like a medium pink base and then dark mauve in the crease, with a finish of dark mauve under the eyelashes. Black eyeliner finishes it off. Sometimes I use navy blue eyeliner, if I'm wearing blue.

Doesn't Covergirl or Almay have eye makeup sets (shadow, liner) for specific eye colors. I've never seen them on anyone though, just in advertisements.
