There are lots of free games available. Some examples:
- Nexuiz, http://www.nexuiz.com - free 3D shooter game a la Quake

You can. Freeware games are free to download for no cost. Shareware games are available to download, try and then buy. Regular games are available to download from some manufacturer's sites, but you'll have to purchase before you download.

It depends: games you buy on CD from a shop probably not (unless you hack into them which would be illegal). Otherwise you can dowload loads of free games from the internet and save them on your PC/disk.
