yes it is, all living thinks starting from the bacteria to the whale all carry the same genetic material (even viruses some times considered as a borderline case between living and the non living carry the same genetic material)

I would assume genetic information is universal to all carbon based life forms, but theoretically there may be silicon based life forms in the universe somewhere, for which I have no idea what their genetic structure would look like, nor do i suspect anyone knows... I think the only universal language is mathematics...
