yes it is. at least in big cities i know that for a fact. as far as drinking it "not being afraid" like 1 person wrote... he-he-he, common let's not misinform curious foreigners about our great motherland! those who can afford have installed water filters long time ago and those who can't have been filling big jags of tap water and let them sit for couple days before they would drink it. Moscow officials even issued a warning on TV several years in a row asking people to be careful because of all the chemicals they add in tap water.

In some major cities, it is well chlorinated. However, I would not drink that water. For example, Moscow's water supply has a problem connected with water flooding a cemetery

In cities and towns - yes. In small villages - no, because they use local wells.
Chlorine kills bacteria, but does not eliminate chemicals. In some cities it was not recommended to drink tap water for this reason in late 80s. (Probably you've heard about Amur river last winter contaminated by Chinese accident).
I believe there was another (non-chlorine) process used for water purification in some cities, but I don't remember what it was (UV? Ionization? Ozonization?)

i imagine in the cities and stuff if it is muniple water it would be..
you can tell by going out and buying a chlorine pool tester.. :)
usually in most cities i think the chlorine levels are probably around 1.00 ppm
i think pool testers should be able to read that ammount

yes, it is. we drink water from the tap, not being afraid to get any illness through drinking it, 'couse chlor kills all bacteriums
