what does it mean when someone says 'wax lyrical'?

i have heard it said on tv shows etc but have never understood it

Speak sweetly or romantically to someone in a poetic sort of way...
Shakespeare does it rather well...

to wax and to wane is something that the moon does... the moon "waxes" when it is "getting larger" so to speak, then after the full moon the moon "wanes". So, by extension, to wax lyrical is to "grow" lyrical.

It means talking trash in a sort of nice, friendly way.
