Smitten Kitten is pretty much right on. But for some people who sweat profusely and the sweat crystalizes, I am one of the case, baby power will not stay on. Running shoes stores usually carry aluminum oxide cream to fend off chaffing, but I would not recommended it out of the fear that aluminum is thought to be a possible culprit for Alzheimer's disease. Microfiber made of 85% polyester and 15% spandex is the best, being the smoothest material, try to avoid 100% polyester, it is pretty harsh on the skin. Personally,for running in long distance or hot weather condition, I wear the competition tight I use in triathlon competition , if there is no rubbing of fabric against the skin, there is no chaffing at all.

rule one is dont wear cotton - get nylon or polyester socks, shorts, shirts, and sports bra. cotton soaks up water and chafs the worst. wear clothing that is not loose enough to rub against you.
put some baby powder or gold bond powder on your feet or other chafe prone areas.
for really bad areas - like between your thighs on long runs - put on some vaseline.

Here are some tips depending on what you need and what works best for you: pat on a little powder, wear tights if the weather is cool, wear a pair of men's cotton boxers (the kind that clings), moisturize after every shower.
