Never! It is mis-using right of VETO ; for UNJUSTICE !!!
USA mainly is a biased , unjust ,dictator power killing people everday and everywhere for trivial interestes > USA is pretending FREEDOM and Liberty but ACTUALLY IT THREATENS FREEDOM of many countries for unbelievable; incredible reasons !!
Sometimes for "TERRORISM" while it is the large sponsor and committer of murder and terrorism in the world . No security or Peace could be achieved with this behaviour and actions !

No because whenever there is a resolution against the affairs of one of these 5 permanent members it vetoes the resolution
so there is no hope to find a fair resolution
the right thing to do is to increase its memebers, one from each continent

No it isn't and you answered the question.. the 5 countries of power really make all the decisions and if just one does not agree they can veto any recommendation.

Yes, when they disagree with Bush. I think they sided with him once and I was extremely disappointed in them. They learned by their mistake, so all is forgiven.
