i think its because the match fixing scandal. most of the cricket borads refuses to play there for this reason.
but recently the Sharjah cricket authority said in a press release, cricket matches aren't held there due to busy schedule in the future tour program of ICC. they said, matches will be held there in regular basis in near future.
